On June 11, 1997, two Framework
Agreements were signed between the Basque Government, the Biscay Provincial
Government, the Bilbao City Council, and the Biscay Transport Consortium.
One of these agreements,
the one signed to undertake measures to coordinate public passenger
transport fares, saw the need to evolve towards coordinating the existing
fare systems through concrete measures that would guarantee a principle
of coordinating fare and would benefit those who use the transport services.
The second agreement, designed
to undertake measures to restructure public passenger transport,
envisions, as a step prior to beefing up public transport, a concerted
effort to streamline the supply of transport whereby overlapping between
the different modes of transportation could be eliminated.
