According to the Act to Establish the Biscay Transport Consortium, it is an inherent responsibility of the Consortium to manage the public transport service to be known as The Bilbao Metropolitan Railways and, at the same time, a management system was set up though which such a responsibility was to be carried out in which there would be direct management through a Private Company established by the Consortium itself and whose capital would entirely belong there to it.

This Private Company was set up before a notary in Bilbao on February 18, 1993 under the name "Metro Bilbao, S.A.", in which management of the Bilbao Metropolitan Railways was taken on as well as its operation of the public transport service corresponding to it. It goes by the Statutes approved by Board of Administration of the Consortium in its November 12, 1992 session.

José Luis Bilbao Eguren, the Head of the Biscay Provincial Government, is president of the Metro Bilbao, S.A. and will leave office when his mandate as Head of the Provincial Government comes to an end.

The administrative organ of the Company is the Board of Administration which is currently made up by:
